GWINNETT COUNTY, Ga. — A judge granted bond to two defendants charged in a wide ranging fake diploma scheme.

Stanley and Yessica Jean will have a lot of restrictions on them but could soon be out of jail.

Detectives say the evidence against the couple continues to mount every day, but a judge found they are not a flight risk and should be granted a bond.

Yessica Jean took to the stand promising she and her husband would not run away if allowed out on bond in their fraud case.

Channel 2 Action News first broke the story about fake diplomas in the fall.

The Jeans are accused of giving fake diplomas to as many as 800 students at a former G.E.D. school located on Jimmy Carter Boulevard. Gwinnett County police say the academy was not accredited and because of that, the federal government rejected the diplomas as part of citizenship applications most of the students wanted them for. Investigators say the Jeans gained more than $2 million. Their attorneys insist this should not be a criminal case....

Rhonda Cook one of the ace Atlanta Journal Constitution reporters bird-dogged the corrupt Atlanta teachers story.

Cook reported that the 1980 Georgia General Assembly was concerned about “the increasing sophistication of various criminal elements on the public payroll.” The Assembly then adopted the Racketeer Influenced and Corrupt Organizations Act (RICO), patterned after a similar federal law.

(RICO is often used to try to prove that a legal business was being used for illegal means, and, in at its inception, RICO was used to prosecute drug traffickers or organized crime members).

In recent years prosecutors have applied RICO to government officials accused of using their offices for personal gain---he activites of former and current Atlanta public school officials.

To bring a case under Georgia’s RICO law, there must be at least two underlying felonies — such as fraud, bribery, witness tampering (among other felonies).

RICO allows prosecutors to include multiple defendants charged with various crimes in the blanket indictment, and to charge that govt employees, publicy-funded and publicly-traded entities were allegedly part of an ongoing criminal enterprise...via the former G.E.D. school located on Jimmy Carter Boulevard, Gwinnett County.

Fake diploma scheme? Most of the public schools in America are engaged in this scheme. The diplomas say the kids have a high school education, but they don’t.

The diplomas are a lie. They are a lie to the student, their parents, and to the taxpayers who are under the treat of court and sheriff action to pay for the lie.

The principals who issued them are liars.

The teachers who passed the children from grade to grade and class to class are liars as well.

Freepers as you drive by your local government schools, please remember that they are staffed to the brim with liars.

Remember, the next time you meet a government teacher, that this teacher is very likely a liar

Remember that no one is holding a gun to the heads of these teachers and principals forcing them to lie. They lie **willingly** and do so in exchange for a paycheck, pension, and enormously generous vacations.
