The author points out that ISIS and al-Qaeda are at odds with each other and require different strategies of engagement. If they join together as one, it would be a very bad thing.
ISIS is not so much interested in global terrorism as it is in attracting an army of believers to the Middle East under a caliphate and precipitating a final battle with the west which would be a fulfillment of the Koran.
The author claims that our mishandling of Iraq created the vacuum that allowed ISIS to rise, but also suggests that to repeat the same strategy of invasion would play into ISIS's hands and attract even more adherents.
The author believes that eventually Islam will have an internal war and that the more level headed will dispense with ISIS, but that may take a while and, in the meantime, a strategy of containment should be employed and not a whole hog one.
He sees the brutality of ISIS as a propaganda tool to draw the US and allies into a heavy response and expects the brutality to get much, much worse. So in that way, he agrees with Obama's restraint.
He does NOT agree with Obama's insistence that ISIS is not acting on religious grounds and that Obama's refusal to accept that ISIS is an Islamic movement is a gross error.
