So the scam is to set the qualifications for the position so high that nobody who turns in a legitimate resume is qualified, then you apply for a visa for some less than optimal candidate from India or Pakistan to come here and get on the job training from your current IT employees until they learn the ropes and then you lay off the Americans because your foreign workers are willing to do the same job for half the pay.
