and how does a guy from India get a Spanish last name?

Just because it's interesting, I'll put this in:

Portugal once had a global trading empire just like Spain. One of Portugal's important bases was Goa in India. I once worked with someone born in Goa, who was a Muslim, and whose last name was Moreira. That's a Portuguese name. Fernando might be more often a Spanish name, but it can also be a Portuguese name.

So this guy's name may not be as odd as it appears.

But he's still a scumbag who got a government post by bribing Hillary.
