We need to do some checking,.... the phone that was bugged was Paul Manafort's phone ,...was he the subject in the June FISA request? We need to know that fact!

They way I understand it is that the FISA warrants do not mention U.S. citizens by name. The target would in this case be a Russian individual or institution (a bank perhaps) and the U.S. person would be "back-sourced."
The U.S. person's name would appear, however, in the records of intel collected (as 'U.S. person "A"' for example) and that is where the unmasking occurs.

I don't think cell phones are actually bugged. It's just that the FBI and NSA can listen in (and maybe even make video recordings) using several techniques.
All conversations are on file at the phone companies.
