So if I as a private citizen receive any government largess such as Social Security, drive on government roads, etc. Then I’m a government creature? Boy am I in trouble.

No, not you as as a citizen, but governments and organizations, as a contractual part of accepting federal dollars.

Example, if a local community accepts fed $ to support/
expand a local small airport, but years later, some sleazy real estate developer in cahoots with the town wants to condemn the airport property to build cheap apartments, they often cannot do so.

Schools accepting fed $ agrees not to discriminate in any way in admissions, promotions, retention, etc of students and faculty alike.

This student obviously has a claim of discrimination based on denial of free speech. It’s not one of the “golden” claims, such as race, religion, sex, etc, but it would get him into court.
