In this day and age of electronic capability, I would have thought that the President’s team would have staked out Biden’s previous appearances, and mapped his electronics. I would expect the signal to be highly encrypted preventing signal substitution. But it can surely be jammed.

Give him a proctology exam too. Those devices can be hidden anywhere. How else has Biden been able to talk out of his a$$ his entire career.
They all is fair. The Republicans should be able to use a spectrum analyzer to determine which frequency is being used by the earpiece. It is probably encrypted, but we could very easily prove that communications to his hear were being transmitted.
If Biden actually has an ear piece receiver, I could foresee a couple of outcomes-—
1. The Trump team sets up their own receiver to see if anything is being transmitted to Joe.
2. Creative folks doctor a video of Biden at the debates and replace Biden’s pauses with transmissions from Biden’s helpers.
Jamming the frequency is sadly a violation of FCC regulations and a federal crime
Things can be jammed frequency specific or even alternated.
