Yes, it does apply to criminals.
Who, after all are presumed innocent until proven guilty in a court of law.
Look, if you don't like the Constitution and its guarantees, there's other places much more amenable to your viewpoints you can always investigate.

And you've proven with your posts that you're NOT a "real" American. Maybe you're native-born, but you reject the very fundamentals of liberty and you reveal the shallowest knowledge of the Constitution, the Framers, and history.
The set of rules is called the Constitution.
And it even protects foolish arguments like you give here.

Sheep are 90% of this country's population. You know that as well as I.
I have fought my battles for Corps and Country, both here an abroad and will not give up the fight.
That means, in a nutshell, that I REFUSE to violate my Oath of Service to uphold and defend the Constitution of the United States, against ALL enemies, both foreign AND Domestic.
This "ID" act was put into place by people who have no respect for our Constitutional protections.
Nothing in that Constitution gives ANY federal authority for this. That is left up to the States and the People respectively (10th Amendment).
If a man coming across the River says he's an American Citizen and the Border Patrol doesn't arrest him for illegally entering the country (at a non specified border crossing). Then that agent is negligent in his duty.
Requiring American Citizens to carry ID is not going to stop the Illegal Aliens.
Patrolling the border, walling it off, going after Employers, shutting off the freebies, ending Anchor babies, and a host of other things we can do (that are already on the books I might add), will.
