In order that we might all raise the level of discourse and expand our language abilities, here is the daily post of "Word for the Day".

foray • \FOR-ay\ • noun
1. a sudden or irregular invasion or attack for war or spoils : raid
2. a brief excursion or attempt especially outside one's accustomed sphere *

* Indicates the sense illustrated in the example sentence.

Example sentence:

The book marks the novelist’s first foray into nonfiction.

Did you know?
"Foray" comes from Middle English “forrayen” and probably traces back to an Anglo-French word that meant “raider” or "forager." It's related to the word "forage," which usually means "to wander in search of food or forage." A "foray," in its earliest sense, was a raid for plunder. Relatively recently, "foray" began to take on a broader meaning. In a sense, a "foray" is still a trip into a foreign territory. These days, though, looting and plundering needn't be involved in a "foray." When you take a "foray," you dabble in an area, occupation, or pastime that's new to you.

The mock election in Jax’ elemtary school on Monday was overwhelmingly won by Obama. She was very down when she got off the bus Monday afternoon.

in YOUR little red state, sure they are. Obama won at both xsboy's and xsbrownies school, by overwhelming margins. xsteen's rome campus is distraught over the election result.

the ray of sunshine that i am married to, came up with another great thought today as he got back from a meeting on the Hill... what prevents a quickie bill for DC Statehood? Doesn't require a const amendment, the Maine women and Joe Lieb aren't going to filibuster that! Gives em 2 more permanent Ds in the Senate, making the hill to climb that much more impossible.

How does it not require a constitutional amendment? The District is a creation of the Constitution, if it were to become a state you would at least need to “clean up” the Constitution’s references to it.

You're the lawyer, but I would have to disagree.

To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings; And

The "Seat of the Government of the United States", is as clearly defined in Article 1, as is the powers of the Congress themselves.

To make it a state, the Congress would have to cede it's authority to the new State Legislature, something that SCOTUS rejection of the Line Item Veto expressly forbade.

One would think that the state that ceded the land might want it back if it is no longer being used for the purpose for which it was ceded.

We were looking at the US map today, including all the states and not just my “little red state”(hey we have good reason not to want to live in the NE) and it was obvious that the majority of land went for McCain but the filthy dirty cities voted for the socialist. It’s the same kind of map we had pictured everywhere after the Bush Gore election, that shows which way every county went. You can even break it down into precincts.

honestly, my brain is fried and i am incapable of coherant thought. i wrote there what he sent me in an email. i consider him to be the person i know best who knows the most about the Constitution, but i will ask him to explain and let you know.

not if they formed an enclave of federal buildings containing all of that, and annexed it as DC, making the residential areas a state. it is debatable, but it looks like it could be done with passage of a statehood bill and not a constitutional amdt. Nowhere is it written that it is absolutely required that there be a constituational amdt for statehood. Hawaii and Alaska did not require it, so far as i can tell, and maintaining a federal enclave known as DC, could get around the constitutional provision you referenced.
