I researched it...the whole thing was an anti-alcoholism stunt...”Beer or Me”. As the people poured their beer in the buckets (THOSE buckets, Lazlo), they’d strip.
When they get done ogling the girls, they’ll wander away, lamenting the fact that they have no chance to get such hot girls, and drown their sorrows in some vodka.
