He only has 10 states out of 50 locked down in his column. The rest are either leans O, are tossup, or are leans Romney or locked down for Romney.

I believe it means that Obama has only 10 states that he can count on winning right now. Romney is competitive in and can win in the other 40 states.

It means that only 10 or fewer states are certain to go for Obama, and the other 47 or more are either safe for Romney or are in play.
Obama has 10 locks, Yale locks and he put them under (buried them) 10 States. We don’t yet know why he did this.

It means there is a new type of bicycle lock, offered free by the Obama Administration (think ObamaPhone), but unfortunately, they are buried under the ground of ten states.
RealClearPolitics (RCP) already moved OH to the tossup category a week ago, although Obama has a statistically insignificant 2.6% edge in Ohio. In the past three days, they also moved the 52 electoral votes carried by WI, PA, NH, and MI to the tossup category. RCP has Romney with a slight but not statistically significant edge (0.7 to 1.5%) in the four that just moved.
