SEMINOLE COUNTY, Fla.
Fifty people, including two teachers, were arrested in connection with a multi-county child predator operation in central Florida.
The investigation began on the Internet with postings on message boards and in chat sites. Investigators said the men exchanged photos and even had lengthy conversations with what they thought were children, and in some cases, the parents of those children.
Investigators said each suspect then traveled to Seminole County, thinking they were going to be having sex with children.
A young woman met every suspect at the door of the meet-up home, and hidden deputies arrested them as they entered.

Seminole County, FL in particular does this frequently. Thankfully, these busted perps are total morons.
I found my answer, the police can deceive a potential perp while setting them up for arrest as long as they don’t lure someone into committing a crime who a) has never committed a crime and b) aren’t disposed to commit that type of crime. In this case it appears that all the perps made initial contact and continued until they arranged a “date” with what they thought was a child.

I would say that depends. If they asked the decoy and she/he is not a police officer then I’d say nothing was done wrong here. That decoy did not look old enough or tall enough to be a police woman, but I’ve been wrong before.
P.S. Randy Weaver was entrapped because the undercover ATF agent cajoled him into shortening a shotgun barrel to slightly less than 18”.
