Oblahblah is frustrated because the American public is slow to anger. He was hoping to start CWII a lot more quickly. Now he will have to continue to push the envelope.

I think he is really intending to ban and confiscate eventually and all this stuff is to prove his power. A psy ops of a type, but one that the reality will hit ya while you bide your time thinking he is only goading you.
