I missed that part. So yes... The 18 percent surcharge is justified.
They pay taxes on recorded tips, like when done from a credit card receipt (where the govt can track it). Most waitresses I know do not report cash tips to the IRS. They just tip out the bus boys, etc, and keep the rest to themselves.
I certainly couldn't do that job, I don't have the right temperment. :-)

I lived in Japan 14 years. Most places, the service is great and NO TIPPING is expected or even accepted. You make exceptions only for those rare circumstances like when my little girl threw up in the back of a taxicab . . . only fair to give the guy an extra $20 or so for inconvenience and cleaning.
Yeah, meals are more expensive there. So is most everything else. But if you calculate the cost of meals based on your earnings, it is actually more expensive to eat at a restaurant in the U.S.A. than the equivalent in Japan even BEFORE you add the tip.
Where I work, we don't pay our workers such niggardly wages that we expect our vendors or customers to give tips as a cost of doing business. Why does the restaurant industry expect such special treatment?
Did the waitress tell the pastor “Eat your peas”?
According to The Smoking Gun story there were at least 5 adults and 5 children in the part. Any party with 5 kids deserves to have an 18% gatuity added.
According to witnesses, the waitress wasn’t sufficiently impressed with the pastor’s “miracles” of loaves and fish.
My son waits tables. Almost without exception, blacks do NOT leave tips...or they leave an insulting tip of a couple of dollars on a $100 bill. And they work the servers to death. Even the black waiters have gone to the hostess and told her ‘NO MORE BLACKS IN MY SECTION.’ I don’t believe this so called pastor when she says she left money on the table.
If this article didn’t explain this then this is a badly written piece.
