If it was dark, and the leash was long, the cop had no way to know dog was loose or not. Why would he risk being bitten by a dog? I was bitten by a dog and had to undergo 21 anti-rabies painful shots, besides the wounds inflicted by the dog.
The cop was justified IMO.

Any large or medium sized dog must be on a SHORT leash all the time. The public areas such as streets are not dog parks.

And I would bet the dog walker had no pooper scooper with him/her, no flash light, no bag to collect the dog doo-doo. I see too many uncouth persons walking dogs like that and leave dog-doo-doo every where. How disgusting, uncivilized, inconsiderate and boorish.

This is just the normal police state. The popo are edgy and rightfully so. Declaring half the population criminal just because they partake of the herb is the elephant in the pajamas of freedom. Now they have come after the Conservatives and Christians.
If our public servants the LE, didn't have to engage in a DRUG WAR against CITIZENS, they would feel much more relaxed. As prohibition stands half the population has a target drawn on their backs.
Prohibitions red headed step child is just about to become full grown.
Now our local LEs are in a DRUG WAR with CARTELS, and it is growing more WAR LIKE every day!
They have a really tough job. I don't want to do it. Somebody has to though. Why not make their life easier and lighten their burden? Stop the persecution of Citizens, and we'll ALL back you against the cartels!

So... let’s say a cop or someone else kills my leashed dog... I’m going to feel threatened. Does that give me the justification to pull my gun and shoot the person that shot my dog?
If cops feel that threatened by a dog, I suggest they find another line of work that won’t put them in the area of dogs at all.

Of course, the government employee was clearly righteous and noble in shooting a leashed dog, while the mundane private citizen clearly is a person worthy of all manner of loathing and ridicule.....

So police(or anyone for that manner)may shoot any dog if they ‘feel’ threatened? Really? No pepper spray(ala postmen) just lead? If any armed police officer is that afraid for their safety they should be in another line of work.
