Aviate Navigate Communicate. That's the priority. If the distress was cataclysmic there is every reason that they wouldn't have got to communicate. There are gaps in ICAO radar coverage, specifically in that area. That's why there is separation after departure either by altitude or distance. If you fly the cleared airspeed, you should be clear of other aircraft at the assigned altitude.
'Tower' responsibility ends at 5 miles.
Sure, its 2600 miles and would cross other nations but it is NK. Big sky little bullet is in effect here.
Not sure why there is almost no mention of this after the initial report.
Because in order for it to be a causal factor, the world of probability would have to be suspended. For a NorK missile to get that far in the first place it would have had to get into space. Wouldn't have the fuel to go that far in the atmosphere. It was a stupid thing for someone to say in the first place, I suspect once told that they have hidden since.

I agree something should have. Don’t know for certain but am still wondering if china knows more than they are saying.
They don’t think the plane crashed at all. They seem to think that it landed somewhere on some obscure runway, where it is being held for future use. The possibility that the plane might have been carrying some kind of valuable cargo was also mentioned.
