I’m amused that Liberals will step over each other to criticize someone for using the word “retarded,” yet they call a cat “tard cat,” and it’s okay.

Are you talking about the owners ? They named her Tardar Sauce. I don’t know why they spelled it that way (though they do call her ‘Tard for short), but I don’t think it has squat to do with “(Re)tard.”
It’s short for tarder sauce. This was just a regular ole cat until it exploded on facebook.
