Amazing how this can be done when private and not public money is used. The public money involved is a minor part of the upgrade.

My beloved, ALDS-bound Kansas City Royals did a two year rebuild of Kauffman Stadium between 2007 and 2009 and still played there during the year. Most of the work was done off season.
