I just looked up the statistics on the FBI website. You (unfortunately) could not be more far off.

Forcible Rape: 65% White compared to 32.9% Black.
Sex Offenses: 72.6% White compared to 24.9% Black
Offenses against Children: 65% White compared to 32.2% Black.

The last update was 2011 so the numbers are a little dated but I highly doubt they literally doubled over the past 3 years.
Also, the obvious point is, these are the ones who have been caught.

That’s a lot of crime for 12% of the population. Actually, looking at males only it’s 6% of the population.

Many statisticians, investigators and writers are warning people NOT to rely on the FBI Uniform Crime Statistics after 2010. While they're not saying the numbers are fixed, they consider them extremely unreliable.
Under Holder I wouldn't doubt it.
