Yeah, that was a variation of the classic “lottery ticket” con, where you supposedly find a winning ticket and sell it for cheap to your companion. People are less suspicious of being conned when they think they are the ones getting one over on someone :)
I think Mike is already a “cleaner” despite working the gate in the parking garage.
A prequel of Mike from his days as a cop to when he finally meets Jimmy (Saul) would be interesting. They could call it “Half Measures” based on the conversation he had with Walt.
