IMHO, He will not be offered a manslaughter plea. There's too much publicity. The current claims are that the officer reported that the victim had his Taser, and that he provided CPR to no avail. If those statements were actually made and if the officer did juice the scene, as it appears, no plea less than murder two will be offered, and no jury will rule on anything less.

Some mitigating issues.
-They had covered some distance from where the stop occurred. Wont be much of a stretch assume there was some physical contact along the way while the cop tried to cuff the victim.
-On the video the cop looks directly at the camera immediately after shooting. He knew there was at the very least witness. Which raises the question of why “plant” evidence? I expect the excuse to be ‘concern’ over the taser being picked up by somebody, so he moved it.
