There is a problem with being able to access eBay this morning. While using multiple client computers, operating systems, and browsers, the normal eBay webpages are abruptly replaced by a Webpage that appears to be eBay in Chinese characters. After this Chinese language page appears, the next webpages indicate access is forbidden or otherwise denied, depending upon the browser being used. eBay is looking into the problem. I'm wondering whether or not anyone else can see the same problems with being denied access one time, gain access another time, and lose access again with the Chinese language webpage/s showing up on occasion?

Bad DNS. Use a different router (go to neighbor’s house). Or leave whatever coffee shop you are in.
oh yeah...Ebay looks fine from here.

Just got on the website, all appears OK.
Get the free versions of Malwarebytes and Superantispyware, then delouse your computer. Both are California companies, and they do a very good job.
It occurred simultaneously on four different computers; using different operating systems, XP, Vista, Win7; and three different browsers, FireFox 35, IE8, and IE11. While I was talking to eBay support, the problems disappeared for awhile, and then reappeared. At first it looked like it was going to be impossible to access ebay.com from any of the computers, but I managed to get on one time by using a link from an Internet search engine result. After accessing multiple support pages for awhile, it then failed with another access forbidden 403 message.
Malwarebytes and an assortment of other malware tools report no malware found.

That’s why I asked if anyone else can reproduce this problem. I usually would have access to my cellphone network, but not this morning. If anyone else sees the same problem, then the problem must be related to the ebay servers. If not, I’ll have to look somewhere from the clients up to the ebay servers.

Multiple people have checked ebay and have found nothing wrong. There is a good probability of a problem in your router, and a possibility that it can no longer be trusted (man-in-the-middle attacks).
You should now be limiting your access to HTTPS sites. Ebay, to its detriment, does not appear to support HTTPS.

Conclusion: ebay sucks if your router has been hacked. Also you should try the tests above and see you get the same IP addresses.
I’ve notices that the time on the computers have been going back and forth lately, one time it will be behind an hour then later it will correct. Has happened on computers and cell phones too. Makes me wonder what’s up.
Brought another computer online with XP, FireFox 35. No problems with access on that client so far.

Strange results to these tests to say the least. On the Win7, IE11, one tab fails while two tabs are troublefree. On one XP client, no problems at all. On another XP client, IE8, FF35, some ebay.com loads the fails from that point on, while ebay.com.au is troublefree.
I’m thinking there must be something wonky with the ebay.com server???
