Emergency preparedness experts generally agree that after the quake and tsunami, most roads will be too damaged for driving, so people will have to walk to safety. Ever get into a crowd all moving the same way (evacuating an event like a concert or sporting event)? Ever notice that some people stop or walk against the motion?
Magnify that by 100.
And a stampede that encounters some stopage or slow down would increase the body count (not from the storm, either).

What if they didn’t live on the coast? That would solve two problems. One, tsunami survivability. Two, liberalism. Liberalism seems to affect people on the coast, so if they moved inland, they would regain the use of their faculties and become conservatives.

Careful now, .gov might announce that you live in a flood plain and your land could be under the threat of tsunami or .gov taking said land.

Hmmm.... IIRC, tsunamis are faster than I can actually run, and possibly drive on a non-straight road without traffic congestion.

Duck and cover would save even more lives in a nuclear blast, and people mock the heck out of it for some reason. Ultimately duck and cover works for some lower yield nuclear bombs (or in the outlying region) and doesn't work in other instances. I agree that the mocking was generally misinformation.
