the squirrel [...] was running around the house and eating out of a cat food bag I don't understand how they can accuse the man of "possession of a wild animal without a permit" if the animal was not caged or otherwise constrained. This charge will not stand. Plenty of rodents chew they way into houses. They are not always noticed; in other cases they are hard to evict.
