The EBT payments won't stop until chinese or russian hackers make them. Our democratically elected Pols surely won't stop the gravy. Even if they have to run the presses 24/7, which they are.

If the DOD and White House networks aren't secure, what makes you think the various 'disbursement' servers are? After all, things 'crash' all the time (qv Loius Lerner, Hillary, etc.)

Something to think about. That's the vulnerability.

I am sure a large percentage of EBT disbursements are fraudulently acquired, even now. We won’t find out about it until they actually find a means of stopping some of it, that is if they actually care. there are probably government social workers whose job is to teach wetbacks how to get EBT illegally and several cards under different names.
