If an ancestor was born in a Southern state, like Tennessee during the Civil War, should I put down that he/she was born in the United States or, since, Tennessee was one of the States that seceded from the Union at that time, Should I put down, Confederate States of America?

Not necessarily. I don’t know if the CSA was ever recognize as a country be anyone outside.
It’s the United States. They want the country. It is the united states now, and Confederate States of America is not accepted in genealogical circles because it isn’t a separate country.
