Per the article, they did make driving with the plates a misdemeanor.

Doubt they'll issue arrest warrants. They'll just pull you over on your way to work, have your car impounded for being "improperly tagged" and generally make your life miserable.

I’m with you. I don’t know how much the State of Virginia charges for personalized plates but in Washington they nick you pretty good - and always have extra restrictions and limitations. Why subsidize the state when all I want to do is make a statement?

That's OK, for the last 6 years I got Calvin peeing on 0bama on my back window. It's a slightly modified '07 Chevy Cobalt, silver with black racing stripes, dark tinted windows, spoiler and a low-res exhaust system, just in case the Secret Service or DHS wants to know. So far the only reactions I've gotten were thumbs ups, but not even so much as a dirty look, and I've driven through some "less than desirable" areas.
