Obama has just wanted to run out the clock since Obamacare was passed. He doesn’t care about anything else and anything bad that happens is just a nuisance unworthy of his attention. He has treated the presidency like it’s an annoyance.
After his current little gig,

Nonsense. Most people in the U.S. couldn't name the Secretary General on a bet. Obama wouldn't want that obscurity. He leave the White House and set out to Do Good. He'll create his own foundation, interject himself into social issues, criticize his successors, and generally be a Jimmy Carter on steroids.
