Why are they not arrested for public nuicance, or disturbing the peace?This was in Australia and I don't know what laws they have but in the U.S. this would be considered a bomb hoax prosecuted as a Federal felony with various other charges that could be piled on depending on the state.
And there's always the getting shot part that others have noted.
