He didn't bulldoze the house. He tried, but didn't succeed because the courts slapped him down.
The debate is not about public use, but private use such as a limosine parking lot for a Casino.

Pipelines are a special case. We have pipeline ROWs all around us; the landowners still have free use of them for grazing cattle, etc...
All they lose is any timber growing on the ROW -- and they are paid full value for it. Not a bad deal!
