EXCLUSIVE: Woman says her developmentally disabled sister was raped while at state-run group home

A nonverbal, developmentally disabled woman was raped under the supervision of a state-run group home, the sister of the alleged victim claims — and officials did nothing to address the alleged abuse, she told the Daily News.

The disabled woman — who cannot legally consent to sex — was diagnosed with a sexually transmitted disease in 2004 while under the care of Union Avenue IRA, according to a Manhattan federal lawsuit that will be filed Monday.

“What went through my head was that my sister was raped by somebody,” said L.K., the alleged victim’s sister, adding that the 47-year-old woman still endures physical abuse at the Bronx residence where she has lived since the early 1990s.

Therein lies a lot of the problem. People claiming a form of Christianity, but denying the power thereof. The church is family for Christians. I assume most of those you talk about are part of a church. If now, are you a Christian?

What is another word of charity. Love... but, most of us are too busy to see the forest!

Hey, I am just repeating a mentor, some call an Apostle, Paul. In writing to the church a Phillipi. he said that exact thing. Phillipians 4: 19 "My God will supply all your needs". I have experienced His bounty,

It doesn't say "all your wants or wishes", it says needs. Every day we are tested, and every day we will probably fail. But, we are supposed to have faith that He is who He is. I have no doubt.

A woman was sexually assaulted in a gum't facility. Surprise (not!). Every family has problems of one sort or another. But, God will not give us more than we can bear. That is also in Scripture. Believe it or not.

I do not think it is a responsibility of gum't to take care of people.... I say that is what family is supposed to do! Family can be the church, not just blood, but the gov't should make sure we don't have invaders, and local governments should see to making good roads and protecting from thugs and thieves.

My adopted brother was at home until age 19. My parents, especially my mom, poured themselves into keeping him safe and out of trouble. It quite literally almost killed her. She had a near fatal heart attack caused in large part by the stress ad lack of sleep. At that time he needed 24 awake care. His disabilities are mental, not physical and he would leave at any time, day or night, getting into trouble. He required more care than any family could give and it’s amazing they kept him at home for so long. His psychiatrist at Mayo predicted jail or an institution long before he made it to 19. Her dedication kept him from that.

After 10 years he is living on his own. The group home kept him safe and allowed him to mature and see that his parents were right about many things.

It seems you’ve never been up close to a situation in which a person is disabled enough to need more care than a family can give.

In a perfect Christian world thst would be great. Unfortunately, there are not enough Christians that are willing or qualified to take care of special needs people.

A lot of these nursing and care homes, once you put them in it is hell getting them out. You can’t just go and check them out. It is a process that requires time.

It's not about being unwillingly celibate there are laws about taking advantage of people who are classified as mentally retarded. People who's IQ’s are so low they really don't understand or can't understand what sex is can be taken advantage of by sexual predators.

As another FReeper said, they may understand that sexual stimulation feels good but that's about it. Many of them won't understand that is how this process creates a child. Plus a lot of them if they are raped/molested can't report it because they are non verbal. Let me put it to you this way, a lot of them have the mentality of a 2, 5, 8 or 10 year old child, or some where in between. This makes them the perfect victim for these sickos.

Oh yes it is. Essentially it says that she is not capable of giving consent, and that any sex with her is rape.

Just exactly what is the difference between the law deciding that she can not give consent for sex and the law forcing celibacy upon her, without her consent?

Williams Syndrome is a genetic difference that has symptoms such as elfin face, starburst eyes, lower IQ, no fear of people, over friendly, and a connection to music, even a musical ability that exceeds their intellectual potential in other ways. Some heart problems, etc.

It depends on the state, and the laws there with in.

It also depends on how intelligent and aware the mentally retarded person is.

I should post it, but in Life News was a story about two Down Syndrome people who got married. Now those two would be allowed to have sex. That would be an example of an exception.

However some persons with Downs don’t understand what sex is because their IQ is so low. To try to do it with them would be the same as molesting a child.

If two supervised (not the act, but parents or caregivers deciding it is safe and mutual) special needs people have sex, no one is arresting anyone.

But neurotypical people should avoid sex with intellectually disabled partners. It just isn’t right. Same as even if a 13 year old girl begs for it. JUST NO.

Same as I just said, good.

We had a dear friend who lived with his parents. He was intellectually impaired and in his late 30s. He had a “girlfriend” with Down syndrome in NoCal who would come down and stay with them. The both sets of parents made it safe for them to be alone together.
