Maybe not “all”. Certainly for units that are fighting someone with military level training and wearing body armor.
Why is it so special to you how this killer was done in? Why would you want to risk the death of yet another policeman after 11 had been shot and five killed?
Once again, it's not about the killer, it's about the precedent.
