If you accept that He wanted Adam and Eve to be able to sin but didn't really want them to sin then your premise is acceptable. But I could see room for misinterpretation as in someone saying, "Well, I'm able to gun down all my neighbors so ..."

Then HE slapped those Ten commandment thingies in Moses’s mits as a set of parameters.
