According to Newt the position he wants is something similar.
He would have the authority to go to any department to study and recommend action for President Trump.

This would be a first (a candidate naming his cabinet months BEFORE the election).
Obviously there is some downside (what if they find “dirt” on one or the other of the future appointees);
However, this would be Trump playing once again “outside the box”, and, if timed right, could cut into the DNC coverage - so, if he rolls the dice, let’s see what happens.
(He happens to be on quite a roll of 7s in 2016, isn’t he?)
