It is indeed a matter of will. But the world is changing. The impetus for local manufacturing is present:

Sucks to be the world’s manufacturing base. Sucks to be in the shipping industry.

One hundred years ago, Edgar Rice Burroughs had published ‘beyond thirty.’

England should invoke the measures called for in that work, with a few adjustments..

They should print counterfeit notes and lorry them through the Chunnel over to Brussels. Put a special embossment on each note that says FUEU.

The UK is not some innocent tourist getting mugged in a dark alley having wandered into the wrong part of town.

The UK has been a member of the EU (or its precursors) since 1973 and is fully co-responsible for the monster that has been created since.

They should be able to leave at will, but they cannot just shuck their responsibilities from the mess they have created until that point in time like some under water mortgage holder walking away from his house. Or perhaps they can. We shall see.

Even if Britain did “lawfully” incur the charges they should just tell the EU to go screw themselves.
My answer to the EU would be a left handed, middle fingered salute.
Can only use the left hand because I will be holding my weapon in my right hand.
EU wants the money; COME AND TAKE IT.

I think the 20 billion is their supposed share of the future unfunded pension plan for EU bureaucrats.

If GB pays the 20 billion pounds, and the EU collapses, what happens to that money?

Direct opposite. BMW is begging for the UK to remain open, on current terms. It’s one of the few things Merkel can do so she will.

I think that's where this coming from. I also think this is to done to keep other unhappy EU members in line.

Two people from the UK told me shortly after Brexit that the EU was about to announce an EU army which they felt mainly Britain would fund.

Found this: EU Army on way? EU cannot rely on NATO and needs new defence policy says Brussels chief

Try to get them to pay. Such things will only unite and face the bigger foe. It takes a lot to bring Brits to their knees.

$20 billion seems a small price to get your freedom back if they did incur the charges.

lol. I was thinking the same thing. Heck, England probably gave 80 percent of the annual budget every year so even with this 20 billion euros, they will still come out ahead. Kinda like the United States needs to get the heck out of the UN and NATO like yesterday.
