Is there a law against opening a beer in front of an officer?

There is if she didn't offer him any. That's just plain rude.

In Wisconsin you ALWAYS offer the Officer that pulls you over a beer -— especially if you’re a female!

That depends on how many she had. While it is considered "polite" to offer your last beer to an officer, it is not considered "rude" to keep it for yourself. On the other hand, if you have two or more, you should offer the officer one for sure.
