I believe the best way to solve this problem is this, they can be citizens or they can receive a lump sum of 50k on the condition they relocate back to Africa or wherever country they came from. They may never return to America even as tourists. Neither can their children. If their grandchildren wish to return they may but they must either pay 50k or enlist in the military.
So when does the UN tell Russia and China to compensate the descendants of the Gulags?

If we of the World all go after the Arabs for reparations, monetary justice for crimes committed upon our various cultures we could bankrupt them quickly, and make it where they can’t travel to other nations to wage their jihad. They’d have to fight, and kill amongst themselves.
Actually, we should be paid for the work we have done to set men free. Africa and the Middle East, however, have practiced slavery for the last 2000 years. Saudi Arabia, only making it ostensibly illegal in 1980. Most Arab nations STILL practice slavery!
