CTR is Correct The Record PAC. They and their leader David Brock are referenced frequently in the Podesta leaks. They are thought to be colluding with other PACs and/or the H campaign itself.

CTR is described in the leaks as a "bunch of nerd virgins in a basement" who troll the internet to counter grassroots anti-Hillary efforts, trying to have anti-Hillary users and information censored. They also seek to introduce memes to either mock or discredit or trigger (haha) Trump supporters.

The "Truthiness" of this PDF is that it is in line with what they themselves declare to be their mission.
