No, it isn’t real.
If you look at her cape, it seems like it has some rigid bracing in it. I wonder if maybe it is intended to open when she pulls that? As a wing span.
When seen from the side, her costume makes better sense. The wings on her headpiece are like wings, sort of Captain America or similar. Her shield has stars and two eagle heads on it. I thought it looked really cool in that silver and a lot less conspicuously gaudy than many of them.
There are so many amazing things that could be done but this is the CRAP that the most beautiful woman in America is wearing representing our country:

Unless the part of the costume on her arm is a weapon.
Then it is pretty cool.
If you saw the Miss America pageant, you know that Miss USA was a feminazi affirmative action 2 for 1 selection. 1) While she is quite attractive, she was not as attractive as some of the others in competition. 2) While I admire her military (Army) service, I was never a fan of the Army’s “I am an Army of One” recruiting campaign, and I just got the impression during her Miss USA Q & A that she was very high about herself, and sort of lost the team concept in her representation.
I know the Army supported her being in the pageant so I am sure others would disagree. JMO.
Not trying to be smart-alek, but just so you know, that is 2013 Miss USA. Miss USA 2017 is wearing silver with a winged headdress and a shield.
It seems superheroes are a common theme for Miss USA costumes... haha.
In 30 years she will be a 90-pound wrinkled old peach with small, wrinkled, saggy old boobs.
Most looked like they were designed and thrown together by the local homecoming parade float folks.

I enjoyed my time in Fresno where it was truly a melting pot. All races. All ethnicities. All income levels.
However... it was before all this “diversity is our greatest strength” BULL excrement. Everyone ended up in Fresno to become Americans. None of this nonsense like we have now.
Ah the good ol’ days. And I’m not particularly old.
