Hoover used to go to the White House carrying a file under his arm when Presidents wanted to meet with him to give him his long overdue walking papers. Aides to both JFK and Nixon said that each President had invited Hoover for a private Oval Office meeting in which he was to be fired; when Hoover walked out of the meetings both JFK and Nixon were announcing his reappointment and praising his works. I hope this isn’t the same with Comey.

According to ALL THE PRESIDENT’S MEN Ben Bradley of the Washington Post reported LBJ was going to fire Hoover. LBJ called a press conference and announced Hoover’s reappointment. Then he turned to an aide and said “Tell Ben Bradley I said f... you.”
The POTUS appoints the director and Senate confirms. Why couldn't a replacement fall under the majority vote like all of these others?
