No, I don’t think he means African Americans.
China has been heavily involved in Africa for 30 years at least, building infrastructure, extracting resources, farming etc. They sent over legions of Chinese people to oversee all these operations and many of those people intermarried with Africans.

Irrational? I had an extended business trip to a number of Chinese cities last year including Shanghai, Xiamen, Chengdu and Guangzhou. Guangzhou was the only city that had any African or Arab population. It was also the only city where I was regularly accosted by drug dealers and pimps and didn’t feel safe walking around at all hours.

Having said that, I sense the Chinese have an attitude to other races that seems reminiscent of the Japanese attitude to non Japanese. Just saying.
Maybe this is an issue as China further associates itself with Africa, in terms of military and business arrangements.
This probably means no African brides to be brought into China from Africa.

A relative of mine who worked for a big architectural firm was recruited to live in China in the 90’s with his family for work. They were all strawberry blondes and kids were all red heads.
They could barely go outside for the crowds staring at their blue eyes and red hair, people touching them, pulling strands of hair etc.

Yes, both the Chinese and Japanese consider themselves to be racially superior to outsiders.
They also don't feel the need to apologize for it.
If you look at the history of East/West interactions, you will notice this is just a continuation of what they have always thought about Westerners.

Galton seems to have predicted what is happening except the Chinese are not supplanting the Africans but rather are intermarrying with them. Somehow, I don’t think Galton would approve.

Oh yes, the Chinese are very racist and make no bones about it. Of course, so are many others across the globe but you would never know it from reading our mainstream media. Only white Americans are racists in their view.
All you have to do it travel to find out that this is not true. We are one of the least racist countries on the planet.

Everyone I met really disliked Japanese. But that’s not racism. Don’t know about Vietnamese.
They were buds with the Vietnamese until relations soured after Americans left Southeast Asia; when communist Vietnam overthrew the Khmer Rouge in 1979, Red China briefly invaded North Vietnam to set them straight.
The Chinese don’t seem like the type to put up with any shenanigans from anybody let alone an outsiders.
It should be noted that one of the motivations for Chinese businessmen to marry African women is the shortage of Chinese women created by the lethal combination of the one-child policy and traditional Chinese beliefs about the importance of having a son.
