Maggie screwed up royally by allowing the mayor Gregory back into the compound. She should have known better based on his screwing Jack Bauer when he appeared in "24"..........

With Hilltop bringing in the tied up Saviors, I suspect that Gregory will eventually free them in an attempt to overthrow Maggie and the community in order to help Negan and the Saviors..........

Kudos to the writers for creating a moral conundrum. Do they kill the Savior captives or show them mercy and potentially endanger the Hilltop community if they should escape?
