If California won't comply with Trump's enforcement orders, how can Trump legally move troops to plug up California's border with Mexico? Additionally, has anyone heard anything about New Mexico and its border security plan? NM seems strangely absent from the conversation.

That I understand. My question revolves around how does the President
handle the Pacific problem. It isn’t a stand alone where troops can
be used. It is VISA overstays basically from the Far East, Asia. They
come in legally, overstay their visa time and don’t leave. The numbers
of these illegals are as large or larger than those crossing the Southern
border illegaly.

Yes, send troops into Mexico and set up a buffer zone on Mexican territory. Station peace keeping forces in the zone. Problem solved. No illegal will set a foot on (US of) American soil.
Call the Marine Corps General at Camp Pendelton about 30 miles north of San Diego and tell him to deploy his troops at the border.
I lived for about a year in California. It is the only state I’ve been to where they have checkpoints at the state line. I vaguely recall being asked by California officers about whether I had any fruits in my possession.
