It was understood at the time the Constitution was written and signed, and for almost 200 years after, that Natural Born Citizen meant “born on US soil with 2 citizen parents”.

Only in the last 3 or so decades has that been muddied up.

I'd say that's true, in that the question has started coming up due to the fact that it was about 50 to 60 years ago after WWII that the United States started having so many military based off shore where both soldiers and families were quartered. . . and babies started being born. It's what men and women do. Those military kids are have started getting to an age where they are considering running for president and the question is becoming important.
