Everything is so Texas here: I don't know if that shot was justified, but the perp got beat up in a sprawling shopping/dining area by crowd that includes a guy in overalls and a lady carrying a blaster...
...and the whole time the Texas ladies filming it were chatting and laughing as the police rolled up.
The sign in the background was just the icing on the cake:

She had no CCW, and had retrieved the pistol from her car. She really should have left it there. She doesn’t seem to have a clue.
Looks like her finger is still on the trigger, in that photo.
In this news video it says she shot over his head.
Perhaps the video is off a bit but it looked to me like she fired a waring shot in the air.

The way that I see it is that if we had a FUNCTIONAL legal system, people like him wouldn’t be taking bullets in the back. So that would definitely be a factor if I’m on a jury.

Honestly, the hardest part of that video to watch is all the man-boys just watching those two trying to take him down. They needed a baseball bat, but all they had was a gun.

I can't find anything confirming she was charged. I could only find that she turned herself in and was released (under investigation). I'll keep looking.
I stand corrected. I found where she was indicted a month after the event. In fact, while the purse snatcher's bond was set at $2K, hers (Cotton) was at $10K. Apparently her charges are more serious than the purse snatcher.

There was a dumpster behind her target. Regarding her fingers I did notice that she had her finger still on the trigger when she was walking away. At least she appeared to. It was kind of blurry
The bottom line is this; when you draw your firearm, you should be drawing that firearm in anticipation of using deadly force. If you aren’t anticipating the possibility of using deadly force, that firearm should stay in it’s holster. After all, discharging a firearm in the direction of another person is using deadly force, and that’s exactly what occurred here.
Had this woman struck and injured or killed this man, she’d likely have a tough time convincing a jury that she acted in self-defense.
Not to mention the entire time before Dawson tries to run away (while he’s being held down by others), the armed woman is pointing the gun at all of them at the same time.
If I were, say, that guy in the overalls below, I’d be pretty pissed off if someone was pointing a gun in my direction while I was trying to help detain someone. But that’s just me.

He wasn’t hit and she is talking to the cops.
I agree with you that there’s a lot of stuff wrong about this one. What I disagree with, philosophically, is the idea that you can’t shoot a purp that’s running away.
The one thing that seriously angers me in that whole video is the three guys standing there with her fingers up their noses watching two guys trying to control a guy that is desperate to get away. If they could have held that man this never would have happened and they should have been able to even if it was on PCP
