This looks like a case of the small town East Palestine police department being overwhelmed by the moment and behaving stupidly.
The reporter for NewsNation had just started a live broadcast from one end of a high school gym, when Governor DeWine started speaking at the other end of the gym. The local police asked the reporter to stop and he didn’t wrap things up as fast as they wanted.
DeWine said he was only vaguely aware of some kind of a disturbance at the other end of the gym, until after he finished his press conference. The overzealous police probably caused more of a disturbance than the guy simply finishing his report.
Hopefully there is a quick apology from the police department, and some minor reprimands for the officers involved.

My dad was a career cop, police have changed. They now enforce mask bullies, violate rights, and arrest citizens not breaking the law. THE PROCESS IS THE PUNISHMENT. Yes this guy will be released, yeah in 3 years the lawsuit may finish for rights violation. I ask cops all the time now, did you enforce the shutdown mandates from the Governors? Did you tell people they had to wear a mask or leave public buildings? Would you do it now? And guess what the answers are! Yes, they will not think for themselves. Police that are good are gold, the rest are useful idiots or thugs in blue.
My local morning news covered this in detail. They also had the Governor’s response to this after his address. He said the reporter had a right to do his job and that the arrest should not have happened. I was surprised by his response, I expected something snide and narcissistic.

If this is accurate, then he was asked to stop, wrapped up his segment, stopped, and was THEN arrested.
