they give their employers fraudulent Social Security numbers.

Perhaps I'm not grasping something, but if they're using phony SS numbers, how are we supposed to figure out who's entitled to what? The bogus cards are produced on a mass basis. We'll have fifty people making claims on one account, and all of them will, by filing a claim, be simultaneously admitting they've violated federal law by using a fraudulent work document. Then again, what's one more little federal violation?

This needs major re-thinking.

Not to mention that it is a felony to make a false claim on a federal tax form.
