Personally, I don't know where vices would be considered worship except in a theocracy. It makes no sense otherwise. Kind of like the old temples/religion of Aphrodite where sex itself was a form of worship.
But I am not for a Religion from government, no.Well, that isn't exactly what a theocracy is. A theocracy is governance by immediate divine guidance or by officials who are regarded as divinely guided so the question still stands as unanswered.
