Just catching up, but wasn’t the thing you posted found to have Dutch wording in the paper background to the effect that this is a spoof? I think Neville78 posted it. I was going to repost it in a more easily viewed size and then pretty much blast it for being a fraud. It was the first time I had seen it. It is a fraud. The watermarked security imprints once blown up and translated from the Dutch or Afrikaans said as much.
