I gather Hawaii state government went big time into a paperless system for everything. The state of Washington simply hasn't.

It's a mixed bag out there. Don't think that because it's done one way in your state it's done the same in other states, or even in different parts of your state.

Over the years I've been able to visit the printing/mailing operations of a good number of state governments.

Although mailing is pretty important stuff for governments that do business by mail, they never pony up the money for good systems so they are always in trouble with the post office.

Hawaii has a different reputation. The equipment and systems are good. You don't speak the local creole the employees will treat you like a stranger. Really bizarre social scene there.

You missed my point. Hawaii could have given them a cg hard copy, but that’s not what we see.

He posted a link to a pdf.

When I sign for a mortgage, a notary uses his seal to make it all nice and legal.

Don’t they someone with a seal thingy at HDOH? This copy above all others should have the seal.
